I just got this same issue. Restarting fixed it (for now).

It seems that mesa-utils is not installed by default. After I installed
it it recognized my video card.
Should I submit a bug report about that ?

Agreed. It really doesn't make sense to issue the reboot-required
notification when we aren't doing the whole restart-services dance.
