running into a network lockup situation and isc-dhcp is called by

The PC is not suspended. Paused downloads occur when downloading via a

I don't think I've misunderstood anyone here, though I may have
misunderstood the code. Also, I don't think everyone commenting on this
bug report actually has the same goals.
There are three orthogonal aspects of boot behavior that users may wish to
configure here.
- whether to hold up the boo
And here is .xsession-errors. I have not tried with other users, but it
only happens on one of my computers (both running 12.04). Please let me
know if there is anything else you need.

The problem is you're using the r128 driver, which is not widely used.
Really you should work with upstream on all of those issues, it's not
going to be a priority in Ubuntu. But I'll refile your bug report and
leave it open in case someone else wants to work on it.
