If I boot from a live USB and add the parameter radeon.nomodeset=0 or
radeon.nomodeset=1 then there is no kernel oops, but the screen

Turns out this is actually not a bug in the pylucene package, but rather
a result of upgrading from Lucid to Precise. The default-jre-headless
package creates the /usr/lib/jvm/java-6-openjdk symlink upon a fresh
install, but not during the distro upgrade.

Hmm, well, I found the problem and also could 'fix' it:
I connected my smartphone (Sony Neo V) to the Notebook to use USB tethering. I
don't know what I did, maybe I disconnected the smartphone without deactivating
thethering. But this gave me the issue.

It seems unlikely that octave will be officially backported to 12.04
because of the number of packages in the archive that strictly depend on
octave3.2.
There is an Octave team PPA with Octave 3.6.3 available for 12.04 and
older Ubuntu releases.
