I experienced the same bug, when /etc/network/interfaces was configured for
dynamic ip.
After I configured /etc/network/interfaces to static ipv4 address, the problem
was resolved.
So it seems that Samba binds only to local address, before the dhcp client
received a address from the dhcp

codec can't decode byte 0xc0 in position
fake-pae. That the single most awesome comment so far ;) It's a
workaround, to work around an issue with the CPU. While without special
whitelists.
I personally think, the CPU supports PAE just fine, but it was
'experimental' maybe at the time or a 'luxury' function so the CPU
simple didn't

The development process has NOT deteriorated.
Unfortunately upstream doesn't release any newer release as stable, so
now I/WE cannot ask for a backport of a package, and fixing bugs for an
older release is just a waste of time (I'm actively fixing bugs in the
development release)
