I found some info on this.
To fix this issue you should use acpi_cpufreq cpu driver instead of
powernow-* for AMD K10+ (Phenom II, Athlon II, FX CPUs).
acpi_cpufreq supports TurboCore, but powernow-* seems not.

in ubuntu 12.10 by default scanbuttond service is running as saned user
(/etc/default/scanbuttond)
a quick workaround is to add saned to scanner group :
sudo adduser saned scanner
and restart the service.
but I don't know if it is the preferred solution.
