Happening to me as well. Just upgraded XUbuntu 13.10 to 14.04. Only
thing to add is that this does not happen when watching video in XBMC.
Otherwise, the screen shuts off every 5 minutes or so unless there is
mouse activity.

If all of the windows shown on desktop (active windows) are set as 'always on
top',
GetTopMostValidWindowInViewport() will be "Desktop" but not any of the active
windows.
