The way I used to test it:

I have had several times that issue:
due to a boot issue, i switch to 'recovery mode' from the grub2 menu.
Then i first try to setup networking, but it always fails. So that
recovery menu is useless till it will be fixed. quite a serious issue.

There is a race condition with gnupg --verify when multiple processes
act at the same time.
strace helps cause the race condition (probably by slowing thing down)
gpgv does not seem to have the issue.
The result is you will see transient verify failures with output like below

this is still an annoying issue on Precise, Trusty & Utopic at least.
Its a show stopper bug for all the users without a third system or
distro as he can't search for a possible workaround.

I also have the problem of not seeing the Update Manager window when it
first starts up, and I found if I click the icon in the tray once it
does nothing visible but if I click the icon again the window appears as
it should.
