Yeah, this task is quite different (I didn't dive into all details
though).
This bug was really focusing on the default language selection. I hope
the ubiquity maintainer (maybe try pinging cyphermox?) can focus on the
other bug, which concerns more packages not on the iso + English ones,

Unity currently uses aptdaemon for showing a percentage indicator as an
application is installed. We are looking at dropping support for
aptdaemon (switching to GNOME Software + PackageKit). Unity needs
another solution.

I just disabled usb autosuspend and this problem went away. It's quite
late so I can't get more detailed information for now.
To disable:
sudo -s
echo -1 > /sys/module/usbcore/parameters/autosuspend
This is not resolved, as this behaviour seems wrong, still.
