This worked for me (note that I had a 7th step to update initramfs just
in case):
1. boot your droplet with a Recovery ISO - Like TigerShark from DigitalOcean
2. Network must be configured, either manually or via TigerShark script.
3. $ mount -rw -o remount /dev/vda1 /mnt
4. $ chroot

I have this issue (or something similar). I upgraded from LTS (16.04?) to 17.04
and now my log-in screen and console are both UK keyboard layout rather than US
layout. I am in the UK, but it seems unlikely that it would choose a layout
based on location.
The only options on the login screen for
Launchpad added the xubuntu-meta package name to this bug, but I am not
sure if that is correct, i.e. it might be that this is a general
updating issue.

Missing libgles1 in Ubuntu 17.04 repos triggers issues with some game
Not detecting arachsys containers is a high impact bug. My production
servers running on Ubuntu 16.04 can no longer be updated anymore as apt
is stuck on applying the makedev package which of course always fails.
I understand it is cumbersome to add all possible container types to the
