I can confirm this issue in 16.04, removing resolvconf and commenting
out dns=dnsmasq in NetworkManager.conf resolves the issue. I configured
openVPN using NetworkManager.

For me it's always been chrome. After unchecking "use hardware
acceleration when available" I've not had it hang again. This is going
on 3 weeks now for me. Side effect is that some fancier websites
generate some ugly artifacts temporarily at times.
