I switched to 17.10 on Friday and I noticed the same exact problem.
This is not solved, because my Ubuntu version is fully updated.
when I drag and drop files from the desktop to an open nautilus window, the
mouse cursor gets stacked and the only solution to unblock the situation is
Status changed to 'Confirmed' because the bug affects multiple users.

Thanks Daniel, nice to see some common sense to be used here.
One of the reason i ditched Gnome in the past is this attitude from the
developers to impose their view on the final users and to not provide
even a configuration option for those not sharing their view.
It made me feel like an Apple

The resolvconf package is installed. I meaned it's not running when I
check with 'systemctl status' or 'ps -ef'

But during boot i get "Please unlock disk sda5_crypt" in english.
I would like this string to be translatable so it appear in the language i
selected during installation.

To my way of thinking, an exception is for something the programmer did
not foresee. Since this is now a known failure mode of Apport, I would
expect - in an ideal world in which there was enough time to work on all
known bugs - a clean exit with a clear error message.
