none of the attached logs suggests that this is an issue in libpq-dev.
Instead it is a generic issue that can happen on I/O corruption (I hope not) or
aborted package processing.

The language-packages are indeed not set up to sync with the upstream
project. I am not an expert about setting these things up, but part of
the cause might be, that the automatic import of the Github-Project to
the "upstream"-Project here in launchpad () does not work.

I still think this bug falls completely under point 2.1 of the SRU wiki page.
Twitter changed the character limit for a reason, and to say: "just use the old
limit" is not a solution, because it makes you now act differently on their
service than the rest of the users, who can use the new limit.
Does anyone have an idea how to do a temp fix job on this? For us, this
happens on an off the shelf gitlab AWS image (Ubuntu 16.04) Because the
gitlab runners ssh into the gitlab server very many times, each one of
those ssh logins needs to timeout on the login1 hand off and sometimes
it crashes
Since on 8th Nov you wrote "in 5 days or it will be dropped" (I verified
and it was good) I expected a fix to be released already.

and in ubuntu/Makefile it says:
