I had this issue and resolved it by modifying the 10-nvidia.conf file to
add the line:
Option "PrimaryGPU" "true"
The problem that I had was that the system would boot with the Intel GPU
and once it go to the X-Display it attempted to use the NVidia drivers
which were not properly initialized.

uses images create() but I'm not seeing a similar call in the xenial
version. Is it possible the xenial version of nova-lxd doesn't use it?

solution. What requests.toolbelt is used for is to allow Multipart
uploads to lxd (from pylxd) so that data can be streamed from disk,
rather than pulled into memory.
