Accepted gst-plugins-ugly1.0 into bionic-proposed. The package will
build now and be available at https://launchpad.net/ubuntu/+source/gst-
plugins-ugly1.0/1.14.1-1~ubuntu18.04.1 in a few hours, and then in the
-proposed repository.
Please help us by testing

We gave it a try internally and it looks good. Passed the same set of
tests I ran with the previous kernel you provided: works with mq
disabled, enabled and also passes a simple io integrity test.
