This is a bug stating the rather obvious that zypper is unavailable on
bionic
This causes a bit of an issue for diskimage-builder [1] building
opensuse-minimal images on bionic hosts. The way we do this is to use
zypper on the build host to install everything into a chroot.

Anyway anyone knows why this bug is sooo hard to fix? It is old, and quite
blocking someones workflow.

expected. Just libreoffice is having this problem.

I thought I was replying to the PPA owner directly. Can you provide more
specific instructions? I don't mind saying that reporting bugs through
launchpad is certainly not easy nor are the instructions very clear.

On an x86-64 machine with Ubuntu 18.04, I've tried to install both 64
and 32 bit versions of libicu-dev (because I wanted to build both 32 and
64 bit versions of an app using that lib). Unfortunately, when I install
the 64 bit version of the package then the 32 bit variant
