spartan, in gnome-tweaks (0.1 of it installed), after the upgrade to
19.10 i have (0.3 of the font installed) and for some reason the fonts
were set to "None", however already running gui applications had the
text still display,

and fix is also provided.

Adding this PPA and switching to Mesa was my try to resolve bug. Without this
it was the same problem. I can revoke PPA no problem.
