I'm also affected by this bug from the Yaru snap on Bionic, which is the same Yaru theme on 19.04 I presume. And I don't think it's a bug in gnome-shell or hardware related. Upstream adwaita-icon-theme added some fixes some time ago to the legacy battery icons (by now there are new battery icons)
