XPS 15 7590 with the 4k LED display (*not* OLED). The screen backlight
control keys seem to be registered but the brightness remain unchanged.

this kind of issue is often triggered by using packages from outside the Ubuntu

The file you are missing is of package postgresql-client-common which is
installed as dependency.

happened? Could you try to edit kernel boot parameters at grub, remove
"quiet splash", and add:
