19.10 as well. For example when running Notepad++ I very often have to
click ctrl+c more than once, in order to get it to the buffer available

That is an excellent idea.
Before embarking on that endeavor I did a last control test which
involved deploying Bionic and then installing the Focal 5.4 kernel
packages, and lo and behold the system is still performant.
Redeploying Focal (with the Focal kernel obviously) makes it non-
performant

This is definitely resolution related. I am unable to reproduce this on
my X200's and T400's (1280x800) or T500's (1680x1050), but it hits me
every time on my X220's (1366x768).
I also tried gnome-shell-extension-ubuntu-dock 68 from focal-proposed,
but that does not help at all. Setting org.gnome.
The "software-center" package is currently only available or supported
in Ubuntu 16.04. Other bug reports that you have raised suggest you are
using a more recent release of Ubuntu.

Hi again, in my case, Dash-to-panel is the guilty, installed by
synaptic... removing it and installing from Gnome.org solve the problem.
