I might add that the most noticable time-based impact here is on the
shutdown end of things, rather than startup. It does take some time to
fail on startup, but on shutdown it seems to have a 90 second wait
before it fails...

Given I've been using the same hardware for a couple of years, I doubt
it is a hardware issue. I know hardware decays over time, but it seems
me much more likely this is due to one of the upgrade that apt installed
just before I had this issue for the first time.
