For now, to get the behavior you want please move testuser to user-data.
Identity is not required if you're supplying user-data.
The merge of config today isn't sophisticated enough to do something
like merge the identity section user into user-data.

It's not right, basically it's the case described in
https://wiki.ubuntu.com/Bugs/Responses#Fixed_in_Development_release_while_still_existing_in_a_previous_release.
The report here is the first one we get about the issue and no other

On this computer with ext4, FAT and NTFS partitions :
I successfully booted from the Live CD of Ubuntu Desktop 21.10 (Impish
Indri) beta with full graphics.
I started the ubiquity graphical interface and successfully completed
the first screens.
But on the 'Updates and
Suggested /etc/X11/xorg.conf file.
I just edited it a bit... not really tested.

After upgrade to Impish.
1. Log in with Xorg session
2. Log out
3. Check gdm session menu > Xorg is displayed as selected
4. Log in > Wayland is running
5. Log out
6. Check gdm session menu > Xorg is displayed as selected
7. Choose Xorg again anyway
8. Log in
9. Success.
The "ACPI region does not cover" errors are not related to the AER PCIe
bus error.
Neither is the nouveau MMIO read fault (that looks like a null pointer
problem).
Naveen Naidu is looking at the AER problem, so I hope we'll have a patch
that makes "pci=noaer" unnecessary.

This change regressed my apparmor profile for a script I'm working on,
which walks over processes using python3-psutil, in bionic.
I have this config in the apparmor profile:
capability sys_ptrace,
ptrace trace,
With kernel 4.15.0-154-generic #161 it works.
With kernel 4.15.0-158-generic
@mwhudson can confirm using your ppa version, Slack and other electron
apps started working again.

The OP is referring to the ubiquity-dm panel showing the ubuntu
indicators battery, keyboard and network.
The OP has separately confirmed that booting into the live session,
budgie panel is OK.
The issue has occurred between the 22nd Sept build where is was OK and
the 23rd Sept build where the

in Focal was reverted.
