I can still reproduce this with a current daily karmic.
So I looked further into the issue and here is a simple patch that fixed it for
me. I'm not familiar with the ubiquity code, so this is probably not the best
way to fix this.

I changed /etc/init/mountall.conf to print out the current time before it
execs mountall:

To follow up on my last post, the problem doesn't seem to be related to updates
at all. Further tests have shown that the error can be produced everytime the
system is rebootet - provided that there was at least one shutdown since the
