Ok, so I have been able to consistently reproduce this issue:
1. Using MAAS 2.1.5
2. Deployed a machine, it failed with NTP failing to configure.
3. Added a global kernel param with apparmor=0. Deployed successfully.

I've talked to ivoks over IRC, and he confirmed that this is a firmware
issue rather than a MAAS issue.
He also mentioned that grub can address the issue and there's a patch
available for upstream.
As such, I've added 'grub2' as an affected package and marking this bug
as 'Invalid' in MAAS.

What's the output of rackd.conf vs regiond.conf ?
If rackd.conf points to localhost and regiond.conf points to a different
IP address, then the metadata url will be the one of regiond.conf. To
properly configure this, you need to change rackd.conf to point to an IP
address.

Have you tried adding a device via the 'Device' subtab under 'Nodes'?
Go to Nodes > 'Devices' > 'Add Device', Add your new device with a
'Static' IP assignment and that should do. That said,

Hi Dustin,
I have, /personally/ not seen this type of behavior myself. However, it
is kind of strange that the wifi connection would just drop when a lease
is renewed... that would seem like a bug in network manager to me
That said, I think it is worth investigating on our side.
