In my instance this error originated deep down in the call stack in
get_cluster_port in /usr/share/Perl5/Pgcommon.pm when attempting to
upgrade from 9.3 to 9.5
In my postgresql.conf for the old 9.3 cluster I had the port line
commented-out per the default configuration file:
#port = 5432

Pressed the power button today to suspend ( just like everyday for the
past four years on this laptop ) and nothing happened.
Sure enough, 'suspend' has vanished from all the KDE options. However
upower -d reports:

I think I fixed this. Not sure.
two other packages were complaining of corrupt packages
(gcc-4.4_4.4.6-11unbuntu2_i386 and dimp-help-en_2.6.1-1-all.deb).
removing the/var/cache/apt/archives/ files, and doing an
sudo apt-get install -f

intuitive enough for an end user to fix. Ideally, the upgrade would do the
same, removing the /var/cache

Reading through this thread, I experienced exactly the same issue. I
changed the USB cable and all is now well. Is this REALLY a bug? Like

Confirmed on upgrade from Jaunty to Karmic; S20privoxy exists in
/etc/rc{2345}.d/ linked to /etc/init.d/privoxy but does not start on
boot.
No error messages seen in daemon.log.
Scripts start Privoxy successfully when manually invoked.
