4. Re-started at the request of step 3.

Also, if I change both users back to None in Visual Effects the
switch functions as expected (password dialog is shown)...

Same here; I'm on Hardy using an nvidia card with the proprietary
drivers connected to a LCD monitor.
If I issue xset dpms 0 0 60, the monitor powers off as expected but
reverts to the behavior mentioned above when X restarts...
