I found the solution, I upgraded the bios from 1.0.0 to 1.0.1 (obtained
from dell web page) and now,if you suspend manually you can turn it on
again. If you close the lid, it suspends until you open it again.

I came across this while purposely breaking my sw RAID array to test if
booting through the mirror disk or degraded array was OK.
Comment #4 worked for me.
ls /dev/mapper on the initram shell really showed that my root device
(which is on LVM) was not available before running that udevadm command
Forgot to add that I am using Ubuntu 14.04 on an IBM x3630 M4 hardware.
12.04 apparently didn't manifested this problem.

I'm suffering this same problem, it fails to restart manually or when
rotating logs.
I've made a "dirty" solution, modifying /etc/init.d/proftpd, that solves
the problem just waiting one second between stopping and starting the
process again. Patch is attached.

I just tried the 20150903 backports and I didn't have to patch the code
(still need to copy the firmware and create /etc/modprobe.d/ath10k.conf.
Also, looking at the code from the backport, the firmware still needs to
be copied to QCA6174 (instead of QCA6164). Guess it's getting better
