the ppa you mentioned is a personal ppa. official uploads to ubuntu are usually only done when upstream releases a new version, since maintaining unreleased svn versions is almost impossible (osmo-svn898 was an exception since it fixed a nasty bug and was declared to be stable by upstream). so
