However, only the Accounts dialog opens during the first run in

The error occured 3 times during my install, while doing the following

This happening because by default if you go in to: Edit Preferences
Window Management
The Hint for the toolbox is set to Keep above which causes it to be
active on all desktops in Xfce. You can change this to Normal Window
if you don't like this behavior.

I am not familiar with phpicalendar, is a completely different package
from webcalendar.
If the analysis is correct and the error comes from apache2 failing to
reload due to a missing a portion of the phpicalendar package, not a
problem with webcalendar.
