A Friend just contacted me over email to let me know that in 20.04 this
is still an issue for them...
I am unsure how they got the error message for this, but here is a
screenshot they sent me.

FYI, I fixed the 20.04 official ISO using rufus with a USB drive that my
machine could boot.

I've just encountered this today with 18.04, all updates installed both
gsd-color and gsd-keyboard and gsd-clipboard all maxing out CPU leading
to 60 seconds of non-interactive machine (I know lots of people that
would have simply power-cycled, but I wanted to know if it was a
separate issue).

Unfortunately I've just experienced this bug in Xenial with a Wireless
Adaptor and pad. I think it's Likely a regression.

whilst this may be true, two-lines
`chmod -r 775 /var/www`
`chown -r www-data:www-data /var/www`
would fix everything
14.04 LTS does not create web-root folders as root only accessible
Also if this affects apache, I think it should be classed as a
regression maybe?

16.04 for about 1-2 weeks there has been an issue that restarting ubuntu
means all networking devices no longer function until full shutdown and
power on (power-cycle) event.

folders (including the html folder) are for some reason owned by root
user instead of `www-data` user as in previous ubuntu versions.

Okay I would suggest you have great difficulty reading, my screen does
come back on, it merely fails after I enter login details, I have
checked that bug and the output of ps -e does not indicate any problem
