This happens for me too (karmic, seahorse 2.28.1-0ubuntu1, gnupg 1.4.9-4ubuntu7). GnuPG needs to accumulate random data from the OS, which as I understand it comes from measuring the timing differences between keypresses. If you don't get the same effect, you could try generating lots of subkeys
