The reason this happens is because Debian actually removed the info
files from their package, and Ubuntu synced their bad changes. Marking
this as a duplicate of the bug I filed on this issue.

Additionally, the version of emacs-snapshot in gutsy is based off of
Romain Francoise's packaging, and he keeps the info files.

Revert Debian's removal
I've uploaded 11.84-0ubuntu1~ppa2 to the ubuntu-elisp ppa. It
incorporates the recent changes in 11.83-7ubuntu1 (which don't have an
effect on this bug, just FYI).

I've made an 11.84 package that has this patch. I tried uploading it to
the ubuntu-elisp ppa, but was unsuccessful due to not yet being a member
of the launchpad-beta-testers team. I've applied for the group and am
awaiting approval.
