libvirt will not reload file in /etc/libvirt/qemu for as long as it is
running, this is by design. To modify the xml definition of a machine
you should virsh dumpxml, modidify your file then update libvirt using
virsh define.

wait a bit after each kernel update for the necessary rebuild/upload to

As the man page states, not all options are show there and only the use
of sudo vmbuilder hypervisor distro will show all options. So I do
not think that a new bug is appropriate.
This is already possible to do by way of modifying the templates and
using the --template option. Would that be sufficient?

Thanks for taking the time to report this bug and help us make Ubuntu better.
It seems however that the problem you are encountering is coming from the
release file from apt-cache, which is generally due to a network or mirror
problem and there is not much to do in vmbuilder to fix this. I am
Well, there is indeed the --iso option to deal with offline mode, and if
you are going to need a full package repo, why not use apt-mirror?
I do agree that we need better error handling for network errors. I'll
re qualify this bug as such.
