Whenever I open any new window, a black border around the window appears

2. Once the connection is UP everything is good.
3. Connection times out after some time (because our PPTP server forcibly times
out connections)
4. Unity GUI still thinks
BTW - I failed to mention. "ifconfig" does not show "ppp" interface and
there is no pppd daemon running. But the GUI just does not co-operate.
It has somehow lost sync with the state of the system.
