I do not have the old kernels.
I have an unused partition with 17.04 but it will take some effort to
resurrect it.

Did this issue start happening after an update/upgrade?
I did not try using cheese previously.

When I upgraded to 18.04 the video for those applications stopped working.

I checked the permissions on my .ssh folders files and found that the
permissions had changed.
