I have had the exact same problem on the same laptop model as Glenn Coombs (Dell Inspiron 9400): Suspend works the 1st time but never again until reboot. In fact, in my case, this is related to a hardware issue with the integrated Bluetooth card and it caused similar suspend issues with Vista
