Confirmed here on Dell Inspiron 9400; Ubuntu amd64 9.10 (upgrade from
9.4). Consistently suspends correctly exactly once after reboot. The
second attempt to suspend always results in a blank, backlit screen,
sometimes with no additional HD activity, but other times with laptop
fans suddenly at
Sorry, I did not see the proposed solution in post #4. I was confirming
the bug. I will attempt the solution.

I have had the exact same problem on the same laptop model as Glenn
Coombs (Dell Inspiron 9400): Suspend works the 1st time but never again
until reboot.
In fact, in my case, this is related to a hardware issue with the
integrated Bluetooth card and it caused similar suspend issues with
Vista
