The launcher only autohides when a window is maximized or pushed past
its edge. However, pushed past its edge is much *much* too easy to
trigger. Windows should snap to the edge of the launcher the same way
they snap to the edge of the screen, so pushing them up against the
launcher doesn't hide

It looks like the splash is being drawn as if the screen is in a smaller
mode than it really is.
If you don't mind having the old gap back between GRUB and Plymouth, you
can get rid of the vt.handoff=7 part of the kernel command line in
/etc/grub.d/10_linux and run update-grub.
