Zoneminder requires database setup before running, bug even includes advice
that mysql is not running.
NOTE: mysql not running, please start mysql and run dpkg-reconfigure zoneminder
when it is running.
Later versions of ZoneMinder include README to configure application
post install.

I believe that is deliberate by Debian packaging as Apache configuration
varies by user preference, and having the package modify that
configuration would cause issues. Feel free to ask Debian maintainer for
their view on this.
