I prefer using Thumb Shift typing method for Japanese input.
On keyboards with US layout I use Space key as 'Right Thumb Shift Key', and
left Alt key (Alt_L) as 'Left Thumb Shift Key' (well, using Alt key as a Thumb

As well, reviewing the Ubuntu Quantal git kernel pac207.c from
http://kernel.ubuntu.com/git?p=ubuntu/ubuntu-quantal.git;a=blob_plain;f=drivers/media/video/gspca/pac207.c;hb=HEAD
shows the code mentioned in the Bug Description is still in the original
state that you proposed to diff.

I have Ubuntu 12.04.1 for x86 platform =)
And I have Empathy from official repository - it's version 3.4.2.3

Precise for about a month now. I have been trying different packages
extensively, just to see what works best for me. Normally, after
removing a package apt-get autoremove would give me 2-3 items to remove,
which did look like
