FYI. I had a CD with Breezy (5.10) on it, and installed it. Didn't have any problems with updating it, so I tried upgrading it to Dapper Drake. I just checked it today, and I am now on Drapper Drake, and am able to access the archives via apt. I guess whatever my problem was resided on the build
