It seems to be working now. Here is what I did:
Somewhere I found the instructions for creating the user clamav and did
that. It did not allow me to complete the install. I had no reason to
remove that user, so no idea how

I don't know if the user was there before or not. I tried to remember
how to find the user, but could not, so went into the process of
installing and reinstalling.
In case it helps, I do not recall getting any error messages when I created the
user doing this:
sudo adduser --system
