This is because of the DistUpgradeFetcher.py expects gksu, but ubuntu-
release-upgrader-core does not depend on it and gksu is not installed by
default.

When I experienced this there were two tracebacks and the first one
ended in 'FileNotFoundError: [Errno 2] No such file or directory'.
