I didn't have time to test again last time I was near the computer I first
noticed this problem on, but I get the same issue on my laptop webserver
(running the i386 version instead of x64, and without ssl enabled but otherwise
an identical fresh install with no configuration changes except
Oh, this is annoying: on firefox it accepts my username and password if
I'm running wireshark or connecting via socat but not if I connect
directly!

/etc/passwd, not /etc/apache2/passwd

page. Which is not surprising because /etc/passwd is not in a format that
Apache understands and doesn't even contain the hashed passwords
