Thank you for taking the time to file a bug report on this issue.
However, given the number of bugs that the Kernel Team receives during
any development cycle it is impossible for us to review them all.
Therefore, we occasionally resort to using automated bots to request
further testing. This is
ibus is installed by defaut on my 14.04 fresh install.
I solved that issue running sudo ibus-setup and configuring the correct
keyboard layout...

I tried uninstalling IBus but when I did I lost most of my System
Settings and after reinstalling ibus my system settings where restored
but so was the keyboard problem...

A couple people have reported that the problem is fixed if you go to the
Ubuntu Software Center and uninstall IBus. It worked for me too.

I am also affected from this bug, using 13.10 (saucy).
I think this bug is a possible duplicate of

However after each boot, the configuration is switched back to EN_US,
even though the screen keyboard indicator seems to be the
selected/desired
