I observed this bug on a week old Hardy install. My xorg.conf is
basically empty (generated by the alternate installer):

I am almost positive this is a hardware specific driver problem.
I installed stock ubuntu 7.04 on a Dell Latitude D600 with a ATI
Technologies Inc Radeon R250 [Mobility FireGL 9000] graphics card and a
1400x1050 screen. The configured driver was ati, I am currently using
radeon

After a lot of screwing around and digging through my old hard drive for the
old Xorg.0.log, I finally may have found what my work around is
I disabled (commented out) the loading of the dri extension. It would
seem that my previous dual headed configuration disabled that extension
from

I found I had a copy of my xorg.conf from when I was running FC5.
(backups are a wonderous thing).
I noticed that the most likely difference was in the device section:
