I can confirm this bug as well, seems to have happened after an update.
Something to do with conf-file mixups between packages...purging and
reinstalling fixed the problem for me.
sudo aptitude purge texlive-base texlive
The above command also uninstalled docbook-utils and auctex (my emacs
tex
I've bumped into the same problem after recent security upgrades.
Reinstalling texlive-base restored the file.

I should add that I have also tried the more recent versions of texlive-
base and texlive-base-bin (from the hardy distribution for example) and
the problem is the same.
