Isn't it too late to package python-vcrpy and get it in Main? Specially
when this will also need to be SRU'd into Trusty when we SRU 1.8?

Probably for vivid, yeah. Which is why last minute FFe and MIRs are
discouraged. There isn't enough time to do things properly.
An SRU is a separate case. I'm not on the SRU team, but I wouldn't
expect them to require the tests to be enabled in such a case.

so we don't lose track of the desire for the test suite to be enabled.)

Looks mostly fine. Needs a team bug subscriber.
And I think this would be a good time to fix this TODO which is blocking
enabling the tests:
