I'd like to close this bug, no change is necessary. I've discussed this
with the prior maintainers of the proposed-migration infrastructure and
discovered that 'build-essential' is expected to be present in the
trusty version of the testbeds used by proposed-migration.

the issue is fixed in newer versions of scipy, not having build-
essential in testbeds makes sense and my own little adt runner also does
this.

Why would a package need to do that? Build-essential is what is
guaranteed to be present in the build environment.
