I have this bug on gentoo with the latest KDE from unstable (17.1),
exactly as described.
Turned off panel autohide for the time being.

The best work-around I developed is a script:
qdbus org.kde.plasmashell /PlasmaShell
org.kde.PlasmaShell.evaluateScript 'for(id in panelIds) { var panel =
panelById(panelIds[id]); if
[Expired for plasma-desktop (Ubuntu) because there has been no activity
for 60 days.]
