I looked at this from a packaging/maintainership POV. Looks fine. A
couple (non-blocking) notes:
- There are a lot of warnings like "Depends field of package aodh-
notifier: unknown substitution variable ${ostack-lsb-base}". Is there a
typo or a mis-configuration?

I reviewed aodh version 2.0.0-0ubuntu1 as checked into xenial. This
shouldn't be considered a full security audit but rather a quick gauge of
maintainability.
