I should add that I upgraded using the 'Update manager' which downloaded
the packages and installed them automatically. I did not upgrade from
CD. I was running 7.10 and upgraded to 8.04.

I ran into the same issue on my upgrade.
I don't understand why this was closed just because it's not related to
gcc-3.3 base. it's a bug in Ubuntu that needs to be fixed, and this is
where -Ubuntu's- problem reporting system brings us to report the issue.
It shouldn't matter if the bug is in
ErrorMessage:
ErrorMessage: cannot access archive
closing this as invalid. This is unrelated to gcc-3.3-base. Please
reopen with a complete upgrade log if you still think it's a bug in
gcc-3.3-base.
